Former Federal Trade Commission Enforcement Attorney Harris Senturia Joins Hudson Cook, Strengthening National Consumer Financial Services Practice

HANOVER, Md. — August 17, 2026 — Hudson Cook, LLP is pleased to announce that Harris Senturia, a former Federal Trade Commission enforcement attorney with decades of experience in consumer protection, regulatory enforcement, and complex litigation, has joined the Firm as a Partner. The Firm also welcomes Pearl D. Mansu as an Associate in the Consumer Litigation and Government Investigations practice and welcomes Partner Jason Esteves back following his time in public service.

The addition of Harris and the return of Jason further strengthen Hudson Cook's nationally recognized consumer and commercial financial services practice. Pearl's addition expands the Firm's Consumer Litigation and Government Investigations practice. These talented lawyers reinforce Hudson Cook's attorney ranks, underscoring the Firm's commitment to delivering first-rate legal counsel to its clients.

Harris Senturia Joins Hudson Cook as Partner

Harris joins Hudson Cook following more than 30 years of legal experience spanning federal enforcement and complex commercial litigation. Before joining the firm, he served with the Federal Trade Commission for two decades, most recently as Acting Regional Director of the FTC's East Central Region. During his tenure, he led consumer protection enforcement actions and represented the Commission before federal judges at hearings and trial. In addition to his litigation experience, Harris served in 2024 as co-lead of the FTC's nationally recognized "Click to Cancel" rulemaking initiative. His background working on some of the nation's most significant consumer protection and regulatory priorities will allow him to provide Hudson Cook clients with valuable, strategic insight into government investigations, enforcement actions, and financial services litigation.

Prior to his government service, Harris was a partner at a global law firm, where he represented national and international clients in complex commercial litigation. He also served as a law clerk to the Honorable Walter H. Rice of the U.S. District Court for the Southern District of Ohio.

Harris earned his J.D. from Columbia Law School, where he was a Harlan Fiske Stone Scholar, and his B.A. in Political Science and History from Rice University. Throughout his career, he has received honors for leadership, mentoring, and public service.

Based in the firm's Washington, D.C. office, Harris focuses his practice on helping clients navigate government investigations, regulatory enforcement matters, and complex litigation involving consumer financial services issues.

Pearl D. Mansu Joins Consumer Litigation and Government Investigations Practice

Pearl joins Hudson Cook as an Associate in the firm's Consumer Litigation and Government Investigations practice and will be based in the Washington, D.C., office.

Before joining Hudson Cook, Pearl represented clients in complex commercial litigation and regulatory matters at an international law firm. Her experience includes work in all phases of litigation, including dispositive motion practice, preliminary injunction proceedings, multidistrict litigation, and expert witness strategy.

Pearl earned her J.D. from the University of the District of Columbia David A. Clarke School of Law, magna cum laude, and recently completed Cornell University's Regulatory & Antitrust Law Certificate program. Her litigation experience and strong analytical skills give Pearl the tools to add strength and depth to Hudson Cook's Consumer Litigation and Government Investigations practice.

Jason Esteves Returns Following Public Service

Hudson Cook is also pleased to welcome back Partner Jason Esteves following his public service.

Jason returns to the firm's D.C. office after serving in public office, bringing valuable perspective on the legal, regulatory, and public policy issues affecting the financial services industry. His experience in public service and private industry enhances Hudson Cook's ability to help clients navigate the evolving federal and state regulatory landscape with practical, actionable guidance.

Jason served as Vice President of Legal at Equifax before his time in public service and before joining Hudson Cook, where his practice focused on credit reporting, privacy and data security, government investigations, litigation, and regulatory compliance.
