Professional Experience

With over 30 years of legal experience, David helps financial institutions and consumer finance companies navigate complex regulatory and enforcement challenges. As a partner in our Washington, DC office, he advises banks, sales finance companies, mortgage lenders, auto dealers, and other creditors on compliance with federal and state consumer financial protection laws. His experience in banking law and regulatory enforcement makes him a trusted advisor for financial services clients facing regulatory scrutiny.

David works with clients to:

  • Ensure compliance with federal and state consumer finance laws and regulations.
  • Monitor and advise on federal and state legal developments affecting credit programs.
  • Develop strategies for risk management and regulatory compliance in lending and credit transactions.
  • Advise on legal matters related to auto finance, mortgage lending, and sales finance.
  • Develop compliance strategies for federal and state consumer finance laws governing lending, credit sales, and auto finance.
  • Advise financial institutions on risk management related to examinations and enforcement actions.

Clients rely on David's ability to provide clear, actionable guidance in high-stakes regulatory and enforcement matters. His deep understanding of federal and state credit laws allows him to help clients mitigate risk and maintain compliance with confidence.

David earned his J.D. from the University of Virginia and B.A. from the University of Chicago. He is admitted to practice in Virginia and the District of Columbia, and a member of the American Bar Association and Virginia Bar Association.

Outside of his legal practice, David enjoys spending time with his family, training dogs in the sport of Schutzhund, and attempting to operate a small hobby farm in Culpeper, Virginia.
